Dear Custodian of Records,

Pursuant to the Louisiana Public Records Act (La. R.S. 44:1 et seq.), I request an opportunity to inspect or obtain copies of the following public records:

  1. All current and past contracts, agreements, amendments, statements of work, and invoices between the St. Tammany Parish Sheriff’s Office and Flock Safety, Inc. (or any other automated license plate reader / ALPR vendor), from January 1, 2020 to the present.
  2. Documents identifying the number, locations (including addresses or intersections), installation dates, and current operational status of all Flock Safety or ALPR cameras deployed or maintained by the Sheriff’s Office in St. Tammany Parish.
  3. All policies, procedures, user manuals, guidelines, or training materials regarding the use, data access, data retention, data sharing, privacy controls, and deletion practices for Flock Safety / ALPR systems.
  4. Any audits, usage reports, statistics, or summaries showing how Flock data has been used (e.g., number of investigations aided, hits, or data queries) in the past 36 months.
  5. Any emails, memoranda, or correspondence between the Sheriff’s Office and Flock Safety concerning public records requests, data privacy, data sharing with other agencies, or concerns about the system.

  3. Policies, procedures, guidelines, or manuals on the use, retention, sharing, and access to Flock / ALPR data.
  4. Usage reports or statistics on Flock data in investigations for the past 36 months.
  5. Communications with Flock Safety regarding privacy, public records, or system concerns.
